獎勵頂尖及傑出僑生來臺就讀獎學金

一、簡介:
本會提供頂尖及傑出入學獎學金給申請來臺就讀大學校院學士班僑生,獎勵成績優秀僑生以擴大培育及留用僑生,入學獎學金分為:
(一)頂尖僑生入學獎學金:每學年新臺幣26萬元,採續領審核機制,四年共計104萬元。
(二)傑出僑生入學獎學金:每學年10萬元,採續領審核機制,四年共計40萬元。

二、申請資格:
具高級中等以上學校畢業學歷,學業成績優良,品行端正,符合「僑生回國就學及輔導辦法」第二條規定來臺就讀學士學位之僑生。
(一)頂尖僑生入學獎學金:申請人之在校學業總平均成績以88分為低標,或在全班百分之五內,且操行總平均成績達80分以上。
(二)傑出僑生入學獎學金:申請人之在校學業總平均成績以85分為低標,或在全班百分之十內,且操行總平均成績達80分以上。
(三)獎學金申請人僑居地成績計算方式不同時,由受理申請之駐外館處及本會指定單位據此換算,如無操行成績,應依其他多元表現評估認定。

三、申請及領獎程序:
依各國駐外館處(轄區詳附件)之公告簡章及申請表申請向駐外館處提出申請。
(二)由各駐外館處進行初審。
(三)駐外館處報送初審名單,並經本會核定後核發獲獎公函及對外公布。
(四)駐外館處轉致獲獎公函,並向獲獎學生確認錄取學校及報送本會。
(五)獲獎生來臺註冊報到後,就讀學校報送獲獎生資料予本會,本會核撥獎學金請學校轉致。

四、續領資格:
(一)受獎生在學期間每學期修習9學分以上,頂尖僑生獎學金受獎生學年學業總平均成績為A或85分以上,傑出僑生獎學金受獎生學年學業總平均成績為A-或80分以上,且操行總平均成績達80分(或相同等第)以上。
(二)前一學年成績未達前目基準者,不得申請。但以後學年成績再達前目基準者,得再申請。
(三)第二學年以後,受獎生應檢具符合前款規定之成績單向就讀學校申請續領;學校應辦理受獎生續領受獎資格審核,填送續領審核結果送本會備查後通知受獎生,並依規定向本會請款。

五、聯名獎學金:
為吸引海外優秀僑生來臺升學意願,本會擴大推動聯名獎學金方案,與大學校院推出聯名獎學金合作,由大學校院自行決定提供獎學金類別及名額,且獲獎生必須同時獲得本會與學校之審核同意後始獲得聯名獎學金。
大學校院與本會聯名獎學金提供半數獎學金數額,於獲獎生在校期間採續領審核機制。

I.The Overseas Community Affairs Council (OCAC) provides scholarships with the intent of rewarding top and outstanding overseas Compatriot students studying in Taiwan for a bachelor's degree,. The two available scholarships are:
i.Top Overseas Compatriot Students Scholarship: NT$260,000 per academic year, renewable in accordance with review results, totaling NT$1.04 million over four years.
ii.Outstanding Overseas Compatriot Students Scholarship: NT$100,000 per academic year, renewable in accordance with review results, totaling NT$400,000 over four years.

II.The application eligibility is as follows:
i.Overseas compatriot students who have graduated from a high school or above, have achieved excellent academic performance, demonstrated good conduct, and meet the requirements of Article 2 of the regulations regarding Study and Counseling Assistance for Overseas Chinese Students to study for a bachelor's degree in Taiwan.
ii.Before the application deadline, the applicant's average academic performance is equivalent to that of all domestic senior secondary schools and above. The top scholarship score is 88 points as the lowest score or within the top 5% of the class, and the outstanding scholarship score is 85 points as the lowest or within 10% of the whole class, and the overall average conduct score is above 80 points.
iii.To cope with the different academic systems and performance evaluation methods in different countries, the overseas office that accepts the application and unit designated by OCAC shall submit the overall average academic grade conversion standard in accordance with the provisions of the preceding paragraph and send it to OCAC for reference; if there is no conduct grades, other related factors shall be used for performance evaluation.


III.The application and award process is as follows:
i.Apply to each country's ROC overseas missions in accordance with its announcement prospectus and application forms.
ii.Preliminary review will be conducted by each ROC overseas mission.
iii.The ROC overseas missions will submit the preliminary selection list, and after approval by OCAC, an official award letter will be issued and announced to the public.
iv.The ROC overseas missions will forward the official letter of the award to the award-winning student, who will then confirm the admission to the school and submit it to OCAC.
v.After the award-winning students come to Taiwan to register, the school they attend will submit the information of the award-winning students to OCAC, and OCAC will allocate scholarships and ask the schools to distribute the scholarships to the students.

IV.Eligibility for continuing to receive scholarship money:
i.Recipients should study for more than nine credits per semester during their studies. Top scholarship recipients should have an overall average academic grade of A or above 85 points, and an overall average academic grade of 80 points (or equivalent). ) or above; Outstanding Scholarship recipients should have an overall academic average of A- or 80 points or above, and an overall conduct average of 80 points (or same grade) or above.
ii.Those whose grades in the previous school year did not meet the current benchmark will not be allowed to apply. However, if grades in subsequent academic years reach the current benchmark, they may apply again.
iii.After the second academic year, award recipients should submit transcripts that meet the provisions of the preceding paragraph and apply to the school for renewal; the school should review the award recipient's eligibility to renew the award, submit the renewal review results to OCAC for review.

V.Joint Scholarship
In order to attract outstanding overseas students to study in Taiwan, OCAC has launched joint scholarship cooperation with colleges and universities. The colleges and universities will decide on their own to provide scholarship categories and quotas, and the winners must obtain approval from both OCAC and the school.
Colleges and Universities provide half of the scholarship amount, and a renewal review mechanism will be adopted while the awardees are in school.
