Since 2011, the Overseas Community Affairs Council (OCAC) has launched the Formosa Association of Student Cultural Ambassadors (FASCA) program in the United States, Canada, Australia and Brazil. This program fosters connections between second and third-generation Taiwanese youth overseas and their cultural heritage in Taiwan.
FASCA offers a comprehensive experience where participants engage in educational training courses in their local cities, contribute to their communities through volunteer projects, and even participate in a dedicated training course and visit to Taiwan. The program emphasizes both learning and active participation, aims to deepen participants' understanding of Taiwan, cultivate their talents, and empower them to become youth ambassadors promoting Taiwan through public diplomacy.

With the support of OCAC's overseas offices and dedicated FASCA mentors, the program has seen impressive participation. Over the past 14 years, more than 8,967 students have taken part in FASCA training. FASCA teams have consistently played a valuable role in overseas community events, receiving invitations from both Taiwanese communities and mainstream society. The program itself has become a leading force for engaging young people of Taiwanese heritage.
