If the applicant had already met the three conditions — obtained permanent residence (or held continuous legal residence for four years with the ability to extend it), accumulated residence abroad for four years, and resided continuously in the overseas residence for six months — before December 31 of the year he turned 15, but postponed the application for any reason, he remains eligible to apply for the Overseas Compatriot Identity Certificate for Military Service, even if he stayed in the R.O.C. (Taiwan) for more than 183 days per year during the approaching-conscription period or entered the R.O.C. (Taiwan) after reaching conscription age.
