I. Applicable Individuals
Males approaching conscription age or of conscription age (from January 1 of the year they turn 16 until December 31 of the year they turn 36) who currently have or previously had household registration in the R.O.C. (Taiwan).
II. Application Requirements
(1)The applicant's overseas residence qualifications must meet one of the following conditions:
1、Applicants residing in a country or region with a permanent residence system must meet all of the following requirements at the time of application (none may be omitted): have obtained permanent residence in the place of overseas residence (List of countries with permanent residence systems
LINK), have accumulated residence abroad for at least four (4) years, and have resided continuously in the place of overseas residence for six (6) months, or have resided there for at least eight (8) months per year in each of the most recent two (2) years.
2、For applicants residing in a country or region without a permanent residence system, or in a country or region with a permanent residence system where obtaining permanent residence is difficult, all of the following requirements must be met at the time of application (none may be omitted): have obtained legal residence status in the place of overseas residence for four (4) consecutive years, be eligible to extend the residence period (List of countries without a permanent residence system(

); List of countries with a permanent residence system where obtaining permanent residence is difficult (
LINK), have accumulated residence abroad for at least four (4) years, and have resided continuously in the place of overseas residence for six (6) months, or have resided there for at least eight (8) months per year in each of the most recent two (2) years.
3、Applicants who departed from Taiwan, and have legally and continuously resided abroad for ten (10) years, and have legally worked and resided in the place of overseas residence for at least four (4) years, and are eligible to extend their residence, may also qualify.
Note: Pursuant to Article 3 of the Enforcement Rules of the Overseas Compatriot Identity Certification Act, "residing overseas", as referred to in the Act, shall mean residing in countries or regions other than the Taiwan Area, Mainland China, Hong Kong, and Macao.
(2)In addition to meeting the above requirements, the applicant must also satisfy Article 4, Paragraph 1 of the Regulations Governing Application for Overseas Compatriot Identity Endorsement by Males Who Have Not Completed Compulsory Military Service of Conscription Age or Near Conscription Age:
1、Those who met the requirements before December 31 of the year they turned 15 must have maintained valid and uninterrupted residence status up to the date of application. (If not met before age 15, please confirm whether the requirements were met during approaching conscription age.)
2、Those who met the requirements during the approaching conscription age (from January 1 of the year they turned 16 to December 31 of the year they turned 18) must meet the following conditions:
(a)The total number of days stayed in the R.O.C. (Taiwan) during each year of the approaching-conscription period must not exceed 183 days until they meet the conditions.
(b)If the stay in the R.O.C. (Taiwan) exceeded 183 days per year during that period, the application may not be accepted unless special reasons (see Notes below) are recognized and approved by the Ministry of the Interior.
3、Those who met the requirements during the conscription age (from January 1 of the year they turn 19 to December 31 of the year they turn 36) must meet the following conditions:
(a)Before meeting the requirements, they must not have returned to the R.O.C. (Taiwan) after reaching conscription age.
(b)If entry or exit records exist, the application may not be accepted unless special reasons are recognized and approved by the Ministry of the Interior.
Notes:
1、According to Article 5 of the aforementioned Regulations, "special reasons" refer to cases where a male who has not fulfilled his military service obligations and who departed the R.O.C. (Taiwan) before December 31 of the year he turned 15 may return to the R.O.C. (Taiwan) within one month to attend a funeral of or visit a critically ill immediate relative or spouse, or to handle matters arising from natural disasters or other force majeure circumstances.
2、The applicant may submit relevant supporting documents and a signed written statement, which will be forwarded by the Overseas Community Affairs Council to the Ministry of the Interior for determination of whether it constitutes a "special reason".
III. Required Documents
(1)An original and valid R.O.C. (Taiwan) passport.
(2)An original and valid proof of residence in the place of overseas residence (e.g., a foreign passport, permanent resident card, or residence visa / permit).
1、For countries with a permanent residence system(

2、For countries where obtaining permanent residence is difficult, please refer to the "Criteria for Recognition of Residence Qualification for Countries or Regions Where it is Difficult for Foreigners to Obtain Permanent Residency, 2025" announcement(

3、For countries without a permanent residence system(

), provide a residence permit valid for at least four (4) consecutive years up to the date of application.
(3)Certificate of Entry and Exit Dates issued by the National Immigration Agency (for the application instructions, please refer to the website of the National Immigration Agency(
LINK
). Please submit records covering the period from birth to the date of application for all R.O.C. (Taiwan) and foreign passports. If insufficient, supplement with airline tickets or entry / exit stamps.
Note:
Applicants holding a valid R.O.C. (Taiwan) passport containing an Overseas Compatriot Identity Endorsement are exempt from submitting the Certificate of Entry and Exit Dates; however, applicants who have changed their place of overseas residence or who have newly established household registration in the R.O.C. (Taiwan) are still required to submit the original certificate.
(4)Applicants under 18 years old must have their applications submitted by a legal representative who shall present identification and proof of parent-child relationship (e.g., household registration transcript or birth certificate).
(5)Applicants authorizing a representative must provide the representative's identification and power of attorney. Verification by an R.O.C. (Taiwan) overseas mission is not required.
(6)If an applicant abroad is unable to provide the original valid R.O.C. (Taiwan) passport and the original valid proof of residence in the place of overseas residence, the applicant may authorize a representative to submit the application by providing photocopies that have been verified as true copies by an R.O.C. (Taiwan) overseas mission. If the applicant holds a valid Overseas Compatriot Identity Endorsement and has not changed the place of overseas residence, the endorsement page shall also be verified by overseas mission. The verification page issued by the overseas mission must be submitted in original form.
(7)Fee: NT$200 per copy (only payable in cash upon collection).
(8)Processing time: half a business day. If verification is required or under special circumstances, the period may be extended but shall not exceed two (2) months.
(9)Validity Period of Overseas Compatriot Identity Certificate for Military Service: One (1) year from the date of issuance.
(10)Application Location and Service Hours: Certification Service Counter, Overseas Community Affairs Council, 3F, No. 5 Xuzhou Road, Zhongzheng District, Taipei City. Service hours: Monday to Friday 8:30 a.m.–12:00 p.m., 1:30 p.m.–5:00 p.m. No appointment required.
(11)The OCAC provides registered mail service upon request. Applicants who require mail delivery shall inform the service staff at the time of submission and shall pay the corresponding postal fee.
IV. Notes
(1)If the proof of overseas residence is not in English, a Mandarin translation must be provided. The translator shall sign the translation and include a statement attesting that "the translation is consistent with the original content".
(2)Whether the applicant's household registration has been moved out of the R.O.C. (Taiwan) does not affect eligibility to apply for the Overseas Compatriot Identity Certificate for Military Service.
