1、The country or region that issued the valid foreign residence document submitted with the application is considered the applicant's place of overseas residence.
Example: If a U.S. passport is used for the application, the place of overseas residence is the United States.
2、If an applicant holds a valid Overseas Compatriot Identity Endorsement, the country or region indicated in that endorsement in the R.O.C. (Taiwan) passport represents the place of overseas residence.
