The Overseas Community Affairs Council (OCAC) no longer issues the Overseas Compatriot Identity Certificate for Military Service to residents of Hong Kong (from July 1, 1997 onward) and Macao (from December 20, 1999 onward). However, according to Article 7, Paragraph 2 of the Regulations for the Conscription of Naturalized Citizens and Returning R.O.C. (Taiwan) Nationals Residing Overseas, males who previously held overseas compatriot status from Hong Kong or Macao may still qualify if they meet one of the following conditions and obtain certification from the OCAC:
1、Those who returned to the R.O.C. (Taiwan) and established household registration as overseas compatriots before July 1, 1997 (for Hong Kong) or before December 20, 1999 (for Macao), and had obtained permanent residence in the respective region.
2、Those who were born and registered as residents in the R.O.C. (Taiwan), had resided in Hong Kong for at least four (4) years before July 1, 1997, or in Macao for at least four (4) years before December 20, 1999, and had obtained permanent residence in the respective region.
