Yes, but since Canada is a country with a permanent residence system, you must hold a valid Canadian passport or permanent residence card. You must also obtain a Certificate of Entry and Exit Dates from the National Immigration Agency, Ministry of the Interior, covering the period from your date of birth to the date of application, using your R.O.C. (Taiwan) passport and your foreign passport (Canadian or U.S.). OCAC will then re-examine your case to determine whether you have resided continuously in Canada for six (6) months or for at least eight (8) months per year in each of the most recent two (2) years, in order to confirm your eligibility for recognition as an overseas resident of Canada.
