In response to the increasing demand for applications for the Overseas Compatriot Identity Certificate for Military Service, and to enhance service efficiency and reduce the inconvenience of applicants having to return to the service counter to collect their certificates, the OCAC will introduce a digital certificate delivery service starting July 1, 2026. The existing paper certificate issuance service will continue to be available. Applicants may choose to receive either a paper certificate or a digital certificate according to their individual needs, making the application and certificate delivery process more convenient.

When submitting an application in person at the service counter, applicants or their authorized representatives in Taiwan who choose to receive a digital certificate must first complete email address verification. Once the application has been reviewed and approved, the OCAC will send the digital certificate as an encrypted file by email within half a working day. This service is designed to enhance both convenience and document security, while also reducing the risk of loss associated with paper certificates.
