Application Process for Overseas Compatriot Conscription-Age Males Residing in a Third Country to Change Their Place of Overseas Residence (Updated on May 18th, 2026)

1. Eligible Applicants:
Those who have already obtained overseas compatriot status and wish to change their original place of overseas residence to a new place of overseas residence (excluding China, Hong Kong, and Macau), for example, changing from Canada to the United States.

2.  Application Eligibility and Required Documents:
(1) Based on the residency system of the new country of residence:
I. Countries with a permanent residency system:
Provide the original valid passport or permanent resident card.
For example, if your original place of residence is Canada and you wish to change it to the United States, you must provide a U.S. passport or Green Card. Please refer to the official list of countries with permanent residency systems. (Link)

II. Countries with a permanent residency system where obtaining permanent residency is difficult:
Provide the original residence visa(s) covering four consecutive years (calculated retrospectively from the date of application), and the residence visa must still be valid at the time of application. For the list of applicable countries and eligibility criteria, please refer to the OCAC’s official announcement: "Criteria for Recognition of Residence Qualification for Countries or Regions Where it is Difficult for Foreigners to Obtain Permanent Residency, 2026" (Criteria is effective since January 1, 2026 to December 31, 2026)  (Link)

III. Countries without a permanent residency system:
Provide the original residence visa(s) covering four consecutive years (calculated retrospectively from the date of application), and the residence visa must still be valid at the time of application. Please refer to the official list of countries without a permanent residency system. (Link)

(2) Residency Requirement in the New Country of Residence:
I. Applicants must have either continuously resided in the new country of residence for at least 6 months, or accumulated at least 8 months of residence per year in the new country of residence during the most recent 2 years.
II. Please provide the "Certificate of Entry and Exit Dates" issued by service centers of the National Immigration Agency in each municipality/city/county (see application guidelines Link). You must submit entry and exit records for your R.O.C. (Taiwan) passport and all foreign passports (if any), covering the period from birth to the date of application as proof.
III. If the above documents are insufficient, you may provide additional supporting documents, such as flight itineraries, passport entry/exit stamps, or official entry/exit records issued by the government of your country of residence.

3. Place of Application:
(1) Outside the R.O.C. (Taiwan):
I.Apply at the nearest the R.O.C. (Taiwan) overseas mission. (List of ROC Embassies and Missions Abroad: Link)
II.Only the change of overseas residence endorsement in the passport may be processed at a R.O.C. (Taiwan) overseas mission. After returning to the R.O.C. (Taiwan), please apply to the Overseas Community Affairs Council for the Overseas Compatriot Identity Certificate for Military Service in order to apply for departure approval.
(2) In the R.O.C. (Taiwan) (both the change of overseas residence and the Overseas Compatriot Identity Certificate for Military Service can be applied for at the same time):
I. Taipei Service Counter, Overseas Community Affairs Council: 3F, No. 5, Xuzhou Rd., Zhongzheng Dist., Taipei City 
II. Southern Taiwan Service Center, Overseas Community Affairs Council: 9F, No. 6, Zhengnan St., Lingya Dist., Kaohsiung City 

4.Important Notes:
(1) After the application to change the place of overseas residence is approved, the "new place of overseas residence" will be recorded on the Overseas Compatriot Identity Certificate for Military Service. For example, if the original place of overseas residence was Canada and the application is approved to change it to the United States, the place of overseas residence shown on the certificate will be "United States."
(2) Before departing the R.O.C. (Taiwan), please upload the required documents to the "Overseas Compatriot Conscription Male – Exit Document Review Platform." (Link) Under the section titled "Proof of Entry to (Exit from) the Place of Overseas Residence Within Four Months Before Returning to the R.O.C. (Taiwan)," upload documents showing entry to or departure from the "new place of overseas residence." For example, a boarding pass for a flight returning to the R.O.C. (Taiwan) from the new place of overseas residence, such as the United States.
(3) After review and approval by the Department of Conscription Administration, Ministry of the Interior, you may apply for an exit permit in person at a service center of the National Immigration Agency (Link) , or submit the application online through the National Immigration Agency's "Online Exit Approval System for Overseas Compatriot Conscription-Age Males."
