Guidelines for Overseas Compatriot Cnscription-Age Males Applying for Exit for Study Purposes (Updated on May 18th, 2026)

1. Age Limits for Study (calculated up to December 31 of the year in which the age limit is reached):
(1) Senior high school to undergraduate level (including language schools): 24 years old (Example: A draftee born on January 1, 2007 may pursue university studies until December 31 of the year they turn 24.)
(2) Master's degree: 27 years old
(3) Doctoral degree: 30 years old

※ Note:
If an undergraduate program exceeds 4 years, the age limit may be extended by 1 year for each additional year of study. For example, a 5-year medical program allows extension up to age 25. If the individual continues directly to a master's or doctoral program after graduation, the age limit may be extended accordingly; however, the maximum age for doctoral studies must not exceed 33.

2. Application Method: 
After entering the R.O.C. (Taiwan), submit the application at a local service center of the National Immigration Agency. (Link)

4. You must choose either "Exit for Study" or "Overseas Compatriot Conscription Status"; both cannot be used at the same time. If approved to exit under "Exit for Study":
(1) After approval by the National Immigration Agency, you must register your "exit for study" status at your local household registration office. 
(2) During the permitted study period, you may enter and exit the R.O.C. (Taiwan) multiple times. (Example: If studying abroad at the undergraduate level, multiple-entry permits may be granted until December 31 of the year you turn 24.)
Each stay in the R.O.C. (Taiwan) must not exceed 3 months. Before each departure, you do not need to apply to the Overseas Community Affairs Council for an Overseas Compatriot Identity Certificate for Military Service. 
(3) After graduation, if you do not continue your studies, you may apply to switch to "Overseas Compatriot Conscription Status" under the following conditions:
I. After entering the R.O.C. (Taiwan), apply to the Overseas Community Affairs Council for the "Overseas Compatriot Identity Certificate for Military Service."
II. Your local household registration office must confirm that your total stay in the R.O.C. (Taiwan) during conscription age has not exceeded 183 days per year in order to restore your status.
III. When applying to exit the R.O.C. (Taiwan), upload the required documents to the "Overseas Compatriot Conscription Male – Exit Document Review Platform" in accordance with regulations of the Ministry of the Interior. (Link). After review by the Department of Conscription Administration, apply for an exit permit at a local service center of the National Immigration Agency, or submit your application through the "Online Exit Application System for Overseas Compatriot Conscription-Age Males" of the National Immigration Agency. ※ Note:
I.If an overseas compatriot conscription-age male applies to study in a third country under the "Exit for Study" category (e.g., his place of overseas residence is the United States, but he applies to study in Japan and returns to the R.O.C. (Taiwan) after completing his studies), and subsequently obtains the "Overseas Compatriot Identity Certificate for Military Service" and is confirmed by the local household registration office that his total stay in the R.O.C. (Taiwan) during conscription age has not exceeded 183 days per year, he must first apply for short-term exit as a general draftee.

II.Within 4 months from the day after departure, he must prepare the required documents (including proof of travel from the R.O.C. (Taiwan) back to his place of overseas residence, such as a boarding pass from the R.O.C. (Taiwan) to the United States) and upload them to the "Overseas Compatriot Conscription Male – Exit Document Review Platform"

III.After review and approval by the Department of Conscription Administration under the Ministry of the Interior, he will no longer be subject to the requirement of returning to the R.O.C. (Taiwan) within 4 months.
