2026 OCAC Language Study Program for Compatriot Youth

1. Objective
The Overseas Community Affairs Council (OCAC) aims to enhance the Mandarin language skills of overseas compatriot youth who is going to continue the education in Taiwan. The OCAC Language Study Program is designed to improve the overall language proficiency of the students, including listening, speaking, reading, writing, and text input skills. Such language improvement will enhance adaptability to studying and living in Taiwan while deepening understanding of Taiwan's diverse culture.

3. Eligibility
(1)In-person program:
A.Regional program:
i.the overseas compatriot youth must be at least 14 years old and under 20 years old. For the global program, Summer Class 1 and 2 serve for teenagers aged 14 to under 18. Summer Class 3 serves for young adults aged 18 to under 22. (as determined by the date of birth on the passport, with age calculated as of the program's start date).
ii.Currently resides overseas and holds a passport issued by the country of residence, or a R.O.C., TAIWAN passport with Overseas Compatriot Identity Endorsement.
iii.Holds the "i Compatriot Card" issued by the OCAC.

iv.Demonstrates a strong willingness to learn Mandarin, capable of basic self-care and able to adapt to group living.
v.Priority is given to those with supporting documents that demonstrates one's application to the 2025 Academic Year Industry-Academia Collaboration OYVTP Bachelor Degree Program or the 3+4 Vocational Education Program.

B.Global Program are for students who are not overseas compatriots but study in one of the Taiwan Center for Mandarin Learning (TCML) or in regular schools if they meet the following criteria:
i.For the global program, teenagers refer to those aged 14 to under 18, and young adults refer to those aged 18 to under 22 (as determined by the date of birth on the passport, with age calculated as of the program's start date).
ii.Currently resides overseas and holds a passport issued by the country of residence.
iii.Demonstrates a strong willingness to learn Mandarin, capable of basic self-care and able to adapt to group living.
iv.A recommendation letter from a teacher at a TCML or a regular school. A Taiwanese Mandarin teacher at a regular school can provide recommendation letters for two applicants.

(2)Long Distance Learning
Participants must meet the following criteria:
A.Overseas compatriot youth aged 14 to under 20 years old (based on the date of birth on the government-issued identity document, with age calculated up to the program's start date). However, for those with supporting documents for application to an Industry-Academia Collaboration OYVTP Bachelor Degree, the age limit is extended to 25 years old. For those with supporting documents for applying to the 3+4 Vocational Education Program, the age limit is extended to 22 years old.
B.Currently resides overseas, and holds a passport (or an ID document issued by the local government, or a R.O.C., Taiwan passport with Overseas Compatriot Identity Endorsement).
C.Hold an i Compatriot Card issued by the OCAC.

D.Priority will be given to those with recommendation letters from an overseas compatriot school (which has either registered with the OCAC or has submitted a document for record-keeping in accordance with the "Directions for Contacting and Assisting with Overseas Compatriot Schools"), source Schools of Overseas Students (which has registered with the OCAC), or an overseas compatriot group (which has registered with the OCAC in accordance with the Directions of Overseas Compatriot Groups Registration).
