In order to strengthen the connection between Taiwan and the second and third-generation young overseas Taiwanese, the Overseas Community Affairs Council (OCAC) has been establishing the Formosa Association of Student Cultural Ambassadors (FASCA) around the world since 2011. Through "local training," "services in overseas communities," and "mainstream services," FASCA members are trained through a combination of learning and practical experiences. The goal is to enhance the understanding of Taiwan among young overseas Taiwanese, bring together the energy of pro-Taiwan youth, and cultivate future talents within the overseas community, transforming them into frontline ambassadors to promote Taiwan's overseas diplomacy.

With guidance and collaboration from overseas units and the FASCA consulting mentors, OCAC established the FASCA Orange County in the year 2020, and by 2025, the region have empowered 293 young ambassadors through dedicated training programs.

In the year 2025, a total of 48 activities were organized, involving 1,616 participants.
