In order to strengthen the connection between Taiwan and the second and third-generation young overseas Taiwanese, the Overseas Community Affairs Council (OCAC) has been establishing the Formosa Association of Student Cultural Ambassadors (FASCA) in 14 different regions around the world since 2011. Through "local training," "services in overseas communities," and "mainstream services," FASCA members are trained through a combination of learning and practical experiences. The goal is to enhance the understanding of Taiwan among young overseas Taiwanese, bring together the energy of pro-Taiwan youth, and cultivate future talents within the overseas community, transforming them into frontline ambassadors to promote Taiwan's overseas diplomacy.

With guidance and collaboration from overseas units and the FASCA consulting mentors, OCAC established the FASCA Washington DC Chapter in the year 2012, and by the year 2022, they have nurtured a total of 602 participants.

In the year 2022, a total of 34 activities were organized, with 270 hours accumulated, involving 1,846 participants. Additionally, 34 new members were recruited, and 47 former members returned to participate.

FASCA-DC participated the National Cherry Blossom Festival, and took a group photo with Ms. Bi-khim Hsiao (front row, 4th from left), Taiwan's representative to the United States.
