In October 2020, Central Vietnam was badly affected by flooding, leaving many people dead or missing and numerous houses inundated. In response, the Council of Taiwanese Chambers of Commerce in Vietnam (CTCVN), 14 local chambers and the Council of Taiwanese Chambers in Vietnam Junior Chapter (CTCVNJC) held the Sports Competition to Help with Reconstruction in the Disaster Area in Central Vietnam-the First President’s Go Cart Races on November 29, 2020 to raise money for the flood-affected area. This event was planned overall by Junior Chapter Chair Sam Chen. Competitors were divided into seven sections, with the fastest lap within a 10-minute period winning the section and the overall winner decided in a final involving the winners of each section.

The event was attended by Taiwan's representative to Vietnam Ambassador Richard R.C. Shih, Director-General of Taipei Economic and Cultural Office (TECO) in Ho Chi Minh City Chung Wen-Cheng, Honorary President of the Council of Taiwanese Chambers in Vietnam Shen Hsien-Yu, OCAC commissioners Lee Tien-Chi, Chien Chih-Ming and Kao Kuo-Hua, representatives of various Taiwanese chambers and the Junior Chapter, with over 90 people attending in total. Ambassador Shih stated that Taiwan and Vietnam have deep friendship and the people of Taiwan feel the hardship experienced by disaster victims in central Vietnam. For this reason, the CTCVN held this fund raising event to make a contribution to help the disaster area recover at an early date and the people to return to normal life as soon as possible, in doing so showing the spirit of helping others in needs of the people of Taiwan. The event raised a total of VND30 billion (around NTD3.7 million), which will be passed by TECO in Ho Chi Minh City to the government of Vietnam to use. Ambassador Shih also personally handed out certificates of gratitude to the donating groups to commend their good deed.

Ambassador Shih and Director-General Chung also entered the fray to compete against the best Taiwanese entrepreneur drivers to promote exchange. Each competitor did his/her utmost to record the best time, the thrilling scenes bringing screams of excitement from the spectators. In the end, Hsieh Ru-Hsin was champion, Shen Jing-en second and Shen Hsien-Yu third. Everyone had a good time and all look forward to meeting again at the same venue next year.
