The building and grounds of The Culture Center of T.E.C.O. (El Monte) was purchased by the Overseas Community Affairs Council (OCAC) in January 1992. On December 27, 1992, the Center inaugurated and commenced its new operation to further service the community . At the same time, the original Culture Center in Los Angeles Chinatown still kept running but narrowed its focus to the Chinatown area only.
On September 18, 2005, the OCAC relocated its Culture Center in Chinatown to Santa Ana and renamed it as Culture Center of T.E.C.O. (Santa Ana) serving the area of Orange County, San Diego and the State of Arizona.
In April 2011, Culture Center (El Monte) of T.E.C.O. in Los Angeles opened its reading room in Chinatown to extend its service.
In September 2017, the state of Arizona was assigned to the center's service area while the state of New Mexico to Santa Ana center's service area.
