Taiwan’s renewable energy expansion is facing rising development costs, even as developers cannot meet surging demand for green power, according to Wei-wei Tseng, chair of wind and solar developer WPD Taiwan. Tseng says investment in solar and onshore wind remains largely domestic, while offshore wind has attracted major foreign infrastructure funds and utility companies. As Taiwan’s technology and semiconductor industries seek more electricity, Tseng argues that corporate power purchase agreements must reflect rising costs, including grid upgrades, local stakeholder engagement and permitting. She also calls for local governments to share responsibility with the central government for meeting Taiwan’s renewable energy targets.
