The 111 Government SMS Platform Sent Out over 4 Million Messages, with 30 Agencies Cooperatinging to Reduce the Risk of Scams

The moda has established the 111 Government Exclusive Short Message (SMS) platform to create a trustworthy source of government information, reducing the risk of SMS fraud for the public. As of the end of January, it has been utilized in various public service sectors, including Taiwan Water Corporation, Taiwan Power Company, and the Labor Insurance Bureau of the Ministry of Labor, sending over 4.32 million SMS messages. Additionally, 30 agencies have procured over 6.9 million SMS messages, with the expectation of accumulating 100 million government SMS messages by the end of this year. The Ministry of Digital Affairs(moda) hopes that the 111 Government SMS will facilitate the public in verifying the authenticity of government messages and prevent illicit actors from impersonating government information.

The moda pointed out that to implement the Executive Yuan's "New Generation Anti-Fraud Strategy Action Plan 1.5," the 111 Government Exclusive Short Message platform was completed by the end of September last year. By the end of January this year, 24 agencies had sent over 4.32 million SMS messages. To accelerate the adoption of the 111 SMS across all levels of government, on January 4 this year, the government jointly provided a procurement contract for nationwide government agencies and state-owned enterprises. So far, 30 agencies have procured over 6.9 million SMS messages. The types of SMS messages are mostly related to people's livelihoods, including water and electricity payment notifications, tax refund notifications, fine payments, notifications of National Pension rights, outpatient changes, etc.

The moda pointed out that the benefits of using the 111 SMS by agencies have gradually become apparent. For example, after receiving an SMS from the Ministry of Justice's Administrative Enforcement Agency, citizens discovered outstanding debts and voluntarily paid them, demonstrating that citizens have correctly identified and trust government SMS messages. In addition, when citizens receive 111 short-code SMS messages displaying information related to taxes, water and electricity fees, administrative fees, payment system verification codes, etc., they can quickly identify the content as being sent by the government, providing reassurance and trust.

The moda emphasized that it is committed to using digital technology to create a secure living environment for the public. The content of 111 SMS messages must be signed with the sending agency or service name, allowing citizens to easily recognize the sender's identity. If the SMS contains a URL, the government domain name gov.tw will be prioritized to ensure the accuracy and security of the SMS content.

The moda stated that currently, 30 central and local government and state-owned enterprises, including the Ministry of Labor, Ministry of Justice, Ministry of Transportation, Taipei City government, New Taipei City government, Taiwan Water Corporation, and Taiwan Power Company, have procured 111 SMS messages. In the near future, agencies at all levels will uniformly use 111 SMS messages. The moda will continue to collaborate with agencies at all levels to promote digital trust technology, advocate for the use of 111 government exclusive short-code SMS messages, and safeguard the public's property security.
