Taipei City's New Construction Office Recognized with the Golden Quality Award by the Public Construction Commission; Premier Presents Awards in Commendation

On December 26, 2023, the Public Construction Commission of the Executive Yuan held the “23rd Public Construction Golden Quality Award” Ceremony at the CPC Building's Guoguang Hall. Premier Chen Chien-jen of the Executive Yuan attended the event to present awards and provide encouragement. The New Construction Office of the Public Works Department, Taipei City Government, was honored with the “Zhongxiao East Road Section 4 Underground Pathway Entrance New Construction Project” receiving the High Distinction in the Civil Engineering Grade 2 category, “Wanlong Dongying Social Welfare Facilities New Construction Project” receiving the High Distinction in the Architecture Grade 1 category, and the “Nanmen Building and Market Renovation Turnkey Project” receiving Honorable Mention in the Architecture Grade 1 category. Additionally, the judging panel for the Golden Quality Award unanimously acknowledged the significant contributions of Deputy Director Liu Chia-ming of the New Construction Office to the quality of the projects. He was awarded the High Distinction in the second category of the Personal Contribution Award.

In consonance with the development project for the large indoor sports arena in the Taipei Dome and the overall residential and commercial growth in the surrounding area, the “Zhongxiao East Road Section 4 Underground Pathway Entrance New Construction Project” involves the construction of a new underground pathway. This pathway links various public spaces from north to south, including the Taipei Railway Workshop, Songshan Cultural and Creative Park, Taipei Dome and National Dr. Sun Yat-sen Memorial Hall. By integrating sports and arts, it offers the public a completely new recreational experience. Following the “people-oriented” design principle, the project has established a pedestrian-friendly space, mitigating conflicts with ground-level traffic on Zhongxiao East Road and ensuring a pleasant pedestrian environment.

The “Wanlong Dongying Social Welfare Facilities New Construction Project” is a comprehensive social welfare complex that integrates resources from five administrative sectors: social affairs, citizen affairs, public health affairs, labor affairs and educational affairs. It offers a diverse range of local social welfare facilities, including elderly service centers, long-term care institutions, childcare centers, parent-child facilities, kindergartens, day care centers for the disabled, co-living services for the disabled, community rehabilitation centers and sheltered workshops. This base has been transformed from closed to open, as it combines regional services and facilities required for community integration while integrating livelihood support facilities into the local community. It is shaping itself as the new core of the neighborhood, catering to regional social welfare needs. It holds the potential to become a model for Taipei’s future endeavors in promoting regional social welfare complexes.

The “Nanmen Building and Market Renovation Turnkey Project” adopts top-down construction to shorten the project timeline, successfully facilitating the early return of vendors while reducing the disruptions caused by noise and dust during construction. Valuable suggestions from local community leaders and residents were taken into account and incorporated after careful evaluation, making the new Nanmen Building closely connected to local culture and more convenient for residents. It provides the public with a fresh market that is bright, safe, hygienic, environmentally-friendly and optimally utilizes resources.

Deputy Director Liu Chia-ming of the New Construction Office has devoted many years to serving in the Taipei City Government's Public Works Department, making substantial contributions to the field of public engineering. Working his way up from grassroots roles, he has played a crucial role in various construction projects that aim at advancing Taipei City's development and leading the way nationwide, such as road smoothening, new road construction and bridge building. Over the course of his career, he has built a strong foundation in engineering expertise. In recent years, he has focused on passing down his knowledge to the next generation and actively worked towards establishing a robust engineering culture and system within the organization, with a primary commitment to serving the citizens. At this year's Golden Quality Award, he received unanimous praise from the judging panel, earning him the High Distinction of the Personal Contribution Award.
