If you wish to authorize a relative or friend in Taiwan to apply on your behalf, the authorized agent may apply in person at the OCAC service counters in Taipei or Kaohsiung by presenting the following original documents:
Your valid R.O.C. (Taiwan) passport.
Your valid Philippine passport, or an SRRV card together with proof of four consecutive years of payment (certificates or official receipts).
The original authorization letter.

If the agent brings the original documents to Taiwan, prior authentication at the Taipei Economic and Cultural Office (TECO) in the Philippines is not required. However, if only photocopies of the passports or documents will be used for the application, please contact the Consular Section of TECO in the Philippines in advance for document authentication. When submitting the application, the authorized agent must present their own identification document and the original authorization letter. The authorization letter does not require authentication by an overseas mission, but must be signed by both the applicant and the authorized agent.
