To enhance contacts with second and third generation overseas compatriot youth, from 2011 the OCAC has held Formosa Association of Student Culture Ambassadors (FASCA) training in ten areas in the US and Canada. Training involves both study and practice, the content of training includes local training, overseas compatriot group or mainstream society service and training in Taiwan. The aim is, through systematic training courses, to build understanding of Taiwan and to cultivate future talents of overseas compatriot youth. The OCAC hope these overseas compatriot youth become diplomatic pioneers for Taiwan.

Under the coordinated planning and guidance of overseas compatriot offices and consultants in North America, 4,625 young volunteers have been trained in the program by 2020. FASCA teams in various regions have successfully supported a number of overseas compatriot affairs activities. Invitations from the overseas compatriot community and mainstream society are endless. The OCAC'S FASCA become one of the most active overseas compatriot youth groups. Young volunteers can take this opportunity to expand interpersonal relationships, and accumulating volunteer hours will also add points to college.

If overseas compatriot youth over the age of 14 are interested in participating in FASCA, you are welcome to contact the 11 culture centers of TECO of North America (Washington DC, Boston, New York, Chicago, Houston, Seattle, Bay Area of San Francisco, Los Angeles, Orange County, Atlanta) and the TECO in Vancouver, Canada.
