The Overseas Community Affairs Council (OCAC) has initiated the Formosa Association of Student Culture Ambassadors Program (FASCA) in the USA and Canada since 2011. The program aims to build up connection between the second and third generation overseas compatriot youth and Taiwan through various educational training courses. The program includes: systematic training courses in local cities, volunteer projects in local mainstream society and community services, and visiting and training course in Taiwan. The program requires trainees to study and practice at the same time. The program seeks to advance overseas youth's understanding on Taiwan as well as cultivate potential young talents to help promote Taiwan through public diplomacy.

Under the assistance of the Council's overseas posts and program advisors in North America, 4,625 young volunteers have been trained in the program from 2011 to 2020. The FASCA teams have successfully participated and assisted in many overseas compatriot affairs related activities. Thus they have received invitations from overseas compatriot community and mainstream society all the time.

The FASCA has become one of the most active overseas compatriot youth groups. Young volunteers can take FASCA training courses as an opportunity to develop interpersonal relationships and to accumulate volunteer hours to become a more qualified applicant for college admission.

For overseas compatriot youth over the age of 14 who are interested in participating in FASCA, please contact OCAC's overseas posts in Washington DC, Boston, New York, Chicago, Houston, Seattle, Bay Area of San Francisco, Los Angeles, Orange County, Atlanta ( under the name Culture Center of Taipei Economic and Cultural Office ) and in Vancouver, Canada ( under the name Taipei Economic and Cultural Office ).
