The World Federation of Chinese Organization from Vietnam, Cambodia and Laos was established in Taipei city of Republic of China (Taiwan) in 1983. Since then it has been receiving support from its members all over the world. The Federation has also become the home to all Chinese ethnic people from Vietnam, Cambodia and Laos around the globe. The main mission of the federation is to promote Chinese culture, cultivate young generation, and seek Chinese welfare. In order to provide better services to its members, annual meeting is held on five continents.

The 18th Annual meeting of the World Federation of Chinese Organization from Vietnam, Cambodia and Laos was held in San Francisco USA from 13 to 15 October 2017. There were about 300 participants from around globe. In the conference, all delegates promised that they would dedicate themselves in promoting the traditional Chinese culture and cultivating young generation actively. 

On behalf of OCAC Minister Wu, Hsin-hsing, Vice Minister Leu Yuan-Rong attended the Opening Ceremony and praised the effort and contribution that the organization has achieved throughout the years. Which include seeking Chinese welfare, preserving Chinese culture, developing the spirit of unity and friendship, and maintaining democracy and freedom.

The new president and board members were also elected in this meeting; and the 2019 annual meeting was chosen to be hold in the city of Toronto, Canada.
