How to protect your rights when absent from ROC for more than 2 years and subject to Moving-out Registration? The OCAC tells you how!

With the COVID-19 pandemic raging across the world in 2020, many citizens of Taiwan who are based overseas are still unable to return to Taiwan out of fear of contracting the disease on the flight back, resulting in their household registration being moved out as they have been overseas for more than two years. They are worried that they will now be ineligible for National Health Insurance enrolment. The Overseas Community Affairs Council (OCAC) has been contacted by many compatriots asking that it contacts the related competent authorities to request that their rights be protected.
Taking into account that moving out of household registration doesn't only affect National Health Insurance (NHI), it is also connected to National Pension and old-age benefit of Labor Insurance, individual income tax rate, land value tax rate and voting. In December 2020, the OCAC requested the Ministry of Health and Welfare (MOHW) and the Ministry of Finance (MOF) to formulate response measures with respect to NHI, individual income tax and land value tax. Then, on January 15, OCAC Deputy Minister Hsu Chia-ching called a meeting to discuss a response with representatives from competent authorities such as the Ministry of the Interior (MOI), the Taxation Administration of MOF, Ministry of Labor (MOL), the Bureau of Labor Insurance of MOL, MOHW and the National Health Insurance Administration of MOHW.
After the representatives of each agency exchanged opinions, apart from matters stipulated by the Household Registration Act and National Health Insurance Act that are difficult to handle flexibly, expedient measures can be used for other matters such as old-age benefit of National Pension and Labor Insurance, individual income and land value tax.
