Counseling overseas compatriot students to help them return to Taiwan to continue their education is an important administrative task for the government of the Republic of China, which has been recognized generally as one of the most successful policies in Taiwan. After more than 60 years of implementation of the policy, over 120,000 overseas compatriot students and Overseas Youth Vocational Training Program participants have come to Taiwan for higher education or to receive technical training. This generates domestic and international professional talents in various fields. Regardless of whether they return to their countries of residence or remain to stay in Taiwan, these students have played a remarkable role in helping the continuation and development of Chinese language education abroad, expanding trade activity, and promoting people-to-people diplomacy.
There are 115 Taiwan alumni associations worldwide. Combining Taiwan alumni's achievements in their countries of residence with Taiwan's domestic political and economic achievements, substantially facilitates efforts to raise our country's international status and competitiveness.
In order to realize the goals of the overseas compatriot student education policy, the Overseas Community Affairs Council established the Department of Students Affairs, under which are the Schooling, Overseas Liaison, and Youth sections to provide complete services to overseas compatriot students and youth.
